The Vienna correspondent of The Times telegraphs that if the Powers fail to compel the Porte to execute new reforms the resources of diplomacy is well nigh exhausted and such would create a most serious situation. CONSTANTINOPLE, December 14. The Embassies have demanded within 48 hours the recall of Saadeddin, the Porte's Envoy to Canea, for thwarting Vali. LONDON, December 14. The Sultan promised the Austrian Ambassador that he would extend reforms to the whole of the Empire.
