WHEEL TAX.

To the Editor of the Star.

Sir,— l see that Mr McLean is proposing in the County Council a general wheel tax. As things are now, when most of tbe main roads are metalled by loan for which the ratepayers bave taxed themselves, it is surely intolerable that those ratepayers should have their newly* made roads destroyed by those who do not pay this tax. On all sides settlers, are crying out against tbe destrnotion going on mainly by the carting of .heavy loads of timber by bullock teams. I saw the other day a load of timber on a dray drawn by six bullocks. It was apparently from the Neil road sawmill. As there was no ! brake on tbe dray one wheel was looked going down the siding to tbe Waingongoro river, and that wheel, in places, out six inobes into the metal. All along tbe JEltham road the same thing is going on. Now, sir, tbe members of tbe council are elected by the ratepayers to conserve their interests in tbe roads,' and when they fail to try every expedient that will conduce to this end they (the members) betray their trust. That some action must be taken unless the district is to become: roadless is patent to everyone, and as the measure hitherto taken — the reg& : lations of weight of load on certain width of tire— has failed, as it was bound to fail, it behoves tbe oouncil to try something else. I 6ay that it was bound to fail, for every thinking man must see that unless there was a weigh bridge and an inspector at every town and at every railway station it could not be enforoad, and I may add that a local body stultifies itself when it passes a bye. law that it cannot enforce. Something is especially needed to deal with tbe scourge of bullock teams. These do most of the damage, and are used almost exclusively by those who pay little or no rates, and no special tax. Firewood, carted and used by dwellers in town, who do not pay a sixpence towards tbe main* tenanoe of the roads they destroy, is a prominent faotor in this matter. As long as the roads were simply lanes of mud, tbe bullock was a necessity ; but now, when metal supersedes mud, surely this slow and antiquated system of haulage ought to be improved out of existenoe, and give plaoe to one more expeditions and modem.
