THE LABOR QUESTION.

LONDON, May 24. In opening an institute at Hawarden, Mr Gladstone spoke in praise of the ability and integrity displayed by the labor representatives in the House of Commons, and said their success as legislators exceeded the highest hopes. Chesterfield, secretary of the Dock Laborers' Union at Hull, attempted to commit ouicide, beiner appalled, it is said, by the misery resulting from the recent strike.
Eight thousand men went on strike, and there is now employment no more than sufficient for lOOOof that number.
BRUSSELS, May 24.
The International Miners' Conference has opened. Delegates representing 1,100,000 miners are present. A motion in favor of legislative enactment of the Eight Hours principle was discussed to-clay and will be re-
sumed to-morrow. The Northumberland delegates spoke against the resolution. Mjfcfesly and M. La Mandin, two FreaJPftelegates to the International Miners' Congreßs, ' have been conducted across the Belgian frontier for exciting the Erench against the Belgian miners.
