Speech by Lord Salisbury.

-♦ (rkuteb's telegrams.) LONDON, August 11. At a banquet given last night at the Mansion Housp by the Lord Mayor to Her Majesty's Ministers, Loivl Sahsbujy made a speech, in which he stated that the Government would use its powers in Ireland prudentlj 1 , but at tbe same time without timidity, aud he looked to a revival of prosperity in the Kingdom to restore good relations between England and Ireland. He expressed satisfaction nt the settlement of the Afghan boundary question, which he regarded as evidence ot a mutual desire of England and Russia for peace. He declared that England would complete her task in Egypt, which had been piolonged owing to the failure of the Anglo-Tuikish Convention. It was necessary, he urged, to secure the people of Ejjypt from internal sedition as well as lvom external attack. His Loidship concluded by saying that the dangers of war had vanished, and he expected a period of profound peace in Europe.
