Tbe Emperor William has expressed himself satisfied with the favorable results of the elections to the German Reichstag, aud he will convene the Reichstag without waiting for the re-ballot of the disputed Socialist seats in Berlin.

The returns of the German elections show the following results : — Tories, 43 ; Imperialists, 16; National Liberals, 83: Progressists, 4 ; Centre, 47; Socialists, 6; Alsatians, 14 ; and Poles, 4. There will have to be 42 second ballots. The Socialist vote in Berlin reached 95,000. Benningsen and Windthorst secured their re-election, but Liebkneitt and Krupp were defeated. The opponents of the Army Bill, or autiSaptennates as they are now known, lost 30 seats. They admit that tbe bill is certain of a majority in its favor, and it is expected the Keichstag will be convened regardless of the second ballots. The patriotism of the Alsatians has caused a tremendous sensation in Paris. The general opinion in Vienna is that the result of the elections is unfavorable to the preservation of peace, aud it is thought that Russia is secretly inciting France to war.
