LONDON, February 22.

The home and foreign policy of the English Government has formed the subject of speeches delivered by the Hons. Goschen and Matthews. Mr. Gosthen, speaking at a banquet at St. George's Club, said tbe Government bad determined to maintain England's honor abroad, and would enforce order at home. Mr. Matthews, addressing his constituents at Birmingham, said the Government desired to maintain peace, and in referring to Lord Randolph Churchill's secession from tbe Ministry, be expressed a hope that Lord Randolph Churchill would rejoin the Government after the delivery of the Budget speech.
