Sir Henry Parkes has issued on electoral address, in which he deals with the policy of the Government more in detail than in his speech to the House. He states that the revenue from Customs duties under the' new tariff will be more limited than in former years, and the ports of the colony will be virtually thrown open to the civilised world. Heavy rain continues over the country, and great floods are reported in the north. At Upper Richmond considerable damage has been done, and many persons have been rescued at imminent peril.
