Horlor explained the action that led to his recent suspension tor one meeting. He admitted defiance or authority, but claimed he had acted for the preservation of free discussion and the individual councillor's right to be hearu on matters of importance. The Mayor. Mr. J. W. Andrews, repeated his reasons for moving the suspension ol the councillor.
