Sir, —The Lower Hutt Council is considering a. £160,000 water scheme, in committee. Their first public meeting lasted half an hour, and they were In, committee till midnight. The estimates are made up in committee, and no details are made public. Presumably they have a sealing programme, but it is secret. The ratepayers of Kingston Park asked for attention to footpaths and roads, and were turned down, by a committee. They requested the council to receive a deputation, and the request ■ was dealt with by a committee. This request to the council was answered by the Town Clerk in these words, "My commit* tee are of the opinion that no purpose can be served by the deputation." The footpaths in this district are in -a dangerous condition, and mothers with prams have difficulty in walking on them. If the roads were like those round Woburn, they might risk the danger from vehicles and walk on the road, but they are rougher than the footpaths.

I suggest that councillors should take a walk round this area, and perhaps a sprained ankle would bring redress. The plain truth is, that a body of men elected by a third of the electors are flouting the reasonable requests of the people for a fair deal. The past valuable work of the "Hutt News" in informing the people of civic affairs can only be maintained if the deliberations are in open council, not in committee. —I am, etc., H. V. HORLOR. .
