BOROUGH OP LEVIN COUNCIL’S MONTHLY MEETING The monthly meeting of' the Levin Borough Council was held last evening, His Worship the Ma*ov (Mr. P. W. Goldsmith) presiding; ;j'uo/e v. ore pro* sent: Crs. N. M. Thomson, H. E. Bowen, F. H. Hudson, G. C. France, XL 8. Stevens, F. E. Parke; and C. S. Keedwell. Also Messrs H. L. ,Tonkins (town cleik) and E. Lycette (overseer). Apologies for absence were received from Cis, H. Walker and J, Harvey. In a letter to the council, the Prime Minister (Rt. Hon. M. J, Savage) conveyed appreciation of the council’s offer of co-operation and support in the present crisis. The Transport Department reported on the activities of Traffic Inspector H. ’I. Fowler in the Levin Borough during the month of September. Regular patrols of traffic had been carried out and the general conduct of motorists was very highly praised. Tivo persons w r ere tested for driver’s licences. One motorist had been apprehended for speeding and would be dealt with in due course.

The Levin Amateur Boxing Club applied for a reduction in the rental charged for the three tournaments held by the club in the Regent Hall.—lt wms resolved that the council could not see its way to make any reduction, C. D. Yoi applied for a water service for market gardening purposes to a 10-aere property in Roslyn Road.—Resolved to refer the matter to the waterworks committee with power to act, Messrs Natusch and Sons forwarded a copy of the completed plans and specifications for the work entailed in extending the swimming baths.—Or. France moved and Cr. F. H. Hudson seconded that the plans be referred to the committee already set up up, and that the committee report to the council at a subsequent meeting. The New Zealand Crippled Children’s Society (Manaivatu branch) communicated to the Mayor Its desire for a meeting to be organised in Levin with the object of forming a sub-branch.— His Worship intimated that he would convene a meeting at an early date and in this he w r as supported by the council. The Plunket Society* (Levin branch) sought the council’s usual donation in connection with the Society’s annual appeal. —The amount set aside in the Estimates (£7 10s) wms voted to the Society, Messrs Yates’ Cash Stores, Ltd., and J. E. Wallace wrote asking the council to give serious consideration to the question of footpath displays, an insidious habit prevailing in Levin, but not allowed in other towns and cities. — It was resolved to notify the complainants that the council would enforce the ]2-inch rule with regard to displaying goods outside of shops, and that the town clerk w r as being empowered to make enquiries regarding the use of the party avails on either side of the complainants’ shops.

The Women’s pivision of the New Zealand Farmers’ Union advised that their members were anxious to co-oper-ate in the work of Patriotic Societies.— The offer was received with gratification and it was decided to reply that the council would be glad to avail themselves of any possible service open to Division members as occasion demanded. Annual Conferences The Municipal Association of New Zealand’s annual conference will bo held in Wellington, commencing on March sth, 1940. —His Worship the Mayor (Mr. P. W, Goldsmith) and the Town Clerk (Mr. H. L. Jenkins) were appointed local representatives. Messrs A. C. Kennerley (gas manager) and Cr. F. E, Parker (chairman of the gasworks committee) were appointed representatives to the Gas Institute of New Zealand annual meeting at Auckland from November 15th to 17th inclusive.

The N.Z. Library Association annual conference will be held in Wellington from 20th to 23rd February and Mrs. M. Whitaker (librarian) and Cr. J. liar's ey were appointed delegates to attend. Emergency Precautions Scheme «• A communication was received from the Minister of Interna] Affairs forwarding copies of the Emergency Precautions Scheme and requesting the active co-operation of the council in the preparation of an emergency precautions scheme for the district under the jurisdiction of the council. His Worship the Mayor said that naturally the position of the smaller boroughs was different* from that obtaining with regard to the larger cities but added that it was obvious that oven the smaller places should have some practical scheme whereby they could fit into a national scheme in the event of any national emergency. He asked councillors to make themselves acquainted with the general scheme as outlined in the department’s communication, and he . suggested that subsequently the council devise a local scheme of co-operation. The remarks of the Mayor were supported by members of the council and it was decided to act accordingly.
