The Soviet has informed Whitehall that it will be represented at the International Committee for non-inter-vention in Spain. Germany has also agreed to join the committee. ALLEGED MUTINY. REBELS KILL OPPICERS. (Received This Day, i 1.25 a.m.) MADRID, September 3. The Government claims that they have entered Huesca and alleges that nn insurgent column marching to the relief of Oviedo mutinied and killed all the officers.
