ITALY RETALIATES AGAINST SANCTIONS.

Embargo on Imports. Protest on Judicial and Moral Grounds. Received Tuesday, 7.30 p.m. EOME, Nov. 12. Italy has notified all the Powers applying sanctions that she is protesting on judicial and moral grounds against the application of sanctions, and against the denial of justice by the League's action in enforcing Artiele 16 against Italy, inasmuch as the Article was not invoked against Japan, Bolivia, or Paraguay, Italy is dispatching a differently-worded Note to Egypt because she is not a member of the League. it is believed that the protests repeat the charge that Abyssinia is a guilty party against whom the League action should be applied. The Government has issued a decree announcing the virtual suspension of all trade with countries applying sanctions, and providing that a permit from the Finance Ministry must be obtained before merchants may import any of 128 listed articles. The decree will become operative on November 18. The import decree includes iron, steel, cotton, wool, silk, films, wireless goods, fresh meat, fish, butter, oils, greases, cereals, precious stones, chemicals, manures and stones. The effect is to place the country's industrial commercial life more than ever under the Government's control. LONDON, Nov. 12. The Times says Italy's Sanctions Protest Note states that Italy will take counter-measures against sanctions the responsibility for which will fall on the countries which countenanced sanctions. It is believed one of the counter-measures will be Italy's denunciation on the day sanctions operate (to-day) of all commercial treaties between Italy and countries which imposed sanctions.
