ABYSSINIAN QUESTION.
VIEWS OF SIR SAMUEL HOARE BACKWARD NATIONS ENTITLED TO ASSISTANCE. (By Telegraph-Press As.sn.--Copyright) (Received This Day, 10.20 a.m.) GENEVA, Sept. 11. Sir Samuel Hfcare in his address to the League Assembly, said: "I believe small nations are entitled to a life of their own and such protection as can collectively be afforded them. Backward nations are entitled to expect assistance in the development of their resources and the building Up of their national life. Something must be done to remove the causes of war and something other than recourse to arms must be found to adjust the natural play of international forces. Too often, he said, artificial excitement ' of national feelings was made an excuse for repudiation of obligations." The Italians were painfully impressed by Six Samuel Hoare's speech and asked, "Why Britain had taken such a strong and unjust line against an old friend, while so weak a one against Japan and Germany."
