AGREEMENT BETWEEN PRANCE AND AMERICA Received Friday, 10 p.m. NEW YORK, Dec, 21. The Franco-American liquor deadlock was broken with France agreeing to increase by four times her quota of American apples and pears for a double wine and liquor quota.
