PROHIBITIVE TARIFFS.
GERMANS CHALLENGE THE v WORLD. BERLIN, Sept. 3. The emergency decrees being published next week include high tariffs —in tsome cases double the existing rates—■on goods competing with German manufactures. American importers are most severely hit and may be forced to close down. .They have already protested to Washington, urging the Government to make Tepresentations on the subject.
