JAPANESE MUST WITHDRAW. (Received This Day, :L0.30 a.m.) SHANGHAI, Feb. 3. Brigadier Fleming has informed -the Japanese that it is imperative -that they -withdraw from the Settlement' proper into the extraSettlement territory. The Japanese are reported to have agreed.
