LABOUR MINISTER’S RISE. LONDON, Wednesday. From the police court to the Royal Court epitomises the elevation of expolice constable Jack Haves in the final ministerial appointments in the new Labour Government, shortly to he announced. Hayes, who represents Edgehill in the House of Commons, was for many years a bqgt constable in London. He retired when he was "promoted to sergeant, to become secretary of the Policemen’s Union. He led the London police striki in 1919, as a result of which the authorities dismissed all policemen joining the union and banned its further activities. Hayes, on State occasions such as the bearing of the King’s message to the House of Commons, will wear one of the most elaborate uniforms seen at Westminster He will read the King’s message, and will retire backwards, bowing.
