MADRID, Sept. 16. King Alfonso’s long struggle with General Prime de Rivera has ended in victory for jthc the latter signed a decree convoking the Assembly, which will be a consultative body with the Government retaining the power of decision. The news has created a sensation in political quarters, where it was thought the King might resist do Rivera. Senor Sanchez, the leader of the Conservatives, is going to France-, where he will denounce the Assembly as illegal and unconstitutional, while the Labour leader. Senior Besteiro, declares that no Labour representative will sit in the Assembly. Senor Romances, Liberal leader, said: “Constitutional monarchy has now ceased to exist in Spain.”
