GERMANY AND THE LEAGUE.
(Received This Day, 11.5 a.m.) BERLIN, July 16. The German draft reply to the French security pact note has been drawn up by Cabinet. There is strict secrecy regarding it, but the newspapers assert that the reply declares German v is ready to join the League of Nations on conditions especially referring to Article 16 of the League of Nations Pact, namely the right to march across' Germany on reguest of the Council of the League and also the evacuation of the occupied area as provided by the Versailles Treaty.
