Reintroducing the Criminal Law Amendment Bill, which the Assembly on Thursday rejected by 71 votes to 61, Viscount Willingdon in a two-hours speech appealed for co-operation under the constitution, departure from which never led anywhere. The shadow of a crimiual strike must be dispelled if India were to be successfully developed. The Bill was again rejected by 69 votes to 57. Members of the Congress did not attend, as a protest against the reintroduction of the measure.

It is expected that Viscount Willingdon will now use his powers to certify the Bill.
