M. Litvinoff Reviews Eastern Problems MOSCOW, March 15. “The agreement for the sale of the Chinese Eastern Bailway must be considered the solution of one of the most important Far Eastern problems and the greatest possible event in RussoJapanese relations,” eaid M. Maxim Litvinoff, Soviet Foreign Commissar, when addressing Japanese newspapermen. “When the present tension slackens,” he added, “Russia will be ready to discuss the reciprocal withdrawal of a certain part of her forces, including military aeroplanes, to a definite distance behind the SovietManchurian frontier. This would result in a further lessening of tension.”
