Grave View of British Note TOKIO, May 5. The Government and industrialists view gravely the Rt. Hon. W. Runciman’s note to Mr. Matsudaira intimating restrictions on Japanese imports unless tho Japanese formulate a proposal acceptable to Lancashire. Commerce, industry, the Foreign Office and industrialists are holding a conference on the matter.
