NAPIER MARINE PARADE

Development Proposals COUNCIL’S NEXT MOVE A further meeting of the committee set up by all the bodies interested in the plan for developing Napier's Marine Parade has decided that the Borough Council should submit its own plan as an alternative to the one drawn at the order of the combined bodies. Members of the council and the Napier Thirty Thousand Club held a meeting yesterday afternoon, at which the Club representatives said: ‘‘The next move is up to the council. ’ ’ The Mayor, Mr C. 0. Morse, and Crs. R. M. Chadwick and A. H. Eerguson represented the Napier Borough Council; Messrs L. Pickering, W. Harvey, R. C. Wright and 8. P. Spiller the Napier Thirfy Thousand Club. The architect, Mr J. T. Watson, was in attendance to answer technical questions. Mr Morse was chairman. He briefly surveyed the position, and said that apparently the crux of the whole question was that the estimates were higher than the sum of money in hand. This and the other question of visibility appeared to be the main drawbacks at the present time. Mr Wright said the club was actuated by the spirit which prompted them to get something done, and within the finance available. Mr Harvey contended that the Borough Council had never made any suggestions as to the manner in which the present plans might be improved. ‘‘There has been nothing concrete from the council —nothing which could be considered as an alternative,” he added. Mr Pickering concurred, and said he thought the council would have sent its representatives to the meeting with some suggested plan. Cr. Chadwick said it was a great pity that a larger scheme could not at present be financed. The representatives of the Thirty Thousand Club then said they felt it was “up to the council to make the next move.” Some discussion then ensued upon whether the club was fixed in its opinion as to the location of the band auditorium, and whether Mr J. W. Mawson should be retained as sole arbiter between the council and the club. Mr Wright said he had not sufficient faith in Mr Mawson. He added that the club believed the suggested location of the band auditorium to the southward of the central feature on the Marine Parade was the best available. Cr. Ferguson said ho personally agreed that the suggested location was the best. The combined committee then adopted the following recommendations, which are to be submitted to the Borough Council for its consideration: (1) That the Thirty Thousand Club desires the council to submit a plan. (2) That the plan shall embody the following:— The site shall be approximately the original site, the cost shall be within the region of £3OOO, the buildings must embody the main features of the original plan, but the question of design might be modified, if desirable.
