RIVER DIVERSION
APPORTIONING THE COST. MR BARTON APPOINTED COMMISSIONER. Mr J. S. Barton, C.M.G., has been appointed commissioner to apportion between the Hawke’s Bay Rivers Board, Hawke’s Bay County Council, Napier Borough Council and Napier Harbour Board, the cost of diverting tho Tutaekuri river. It is probable, though by no means certain, that if the four bodies are able within the next two weeks to gather all the information they require for their respective cases, and Mr Barton is able to leave Wellington at the end of that time, the commission will be set down for the last W’cek in November. When the Rivers Board requested the Government to appoint a commission to decide the issue between the four local authorities, it also asked to have appoined an independent engineer who would act in an advisory capacity upon any technical points which might arise during the hearing, which is estimated to last a w-eek. So far the hoard has not been advised as to whether the Government purposes to adopt the suggestion. Tn tho meantime, the dork to the Rivers Board (Mr W. J. Ballot) will officially advise each local authority as to the appointment of Mr Barton, so that every opportunity will be given interested parties to gather information for the presentation of their arguments.
