BETTERING THE RACE
BIRTH CONTROL IN VERA CRUZ. ENFORCED BY LAW. New York, Oct. 29. A message from Vera Cruz, Mexico, states that Dr. Salvador Mendoza, one of the drafters of the new civil code, announced to-day that the State authorities had decided to draw up and establish a system of birth control in Vera Cruz. The Attorney said that the law would require parents wishing to have children to appear before a board. Inquiry would be made as to the size of their family, their ability to provide and educate them and the condition of the health of the parents. The measure would prohibit children to extremely poor and incompetent or defective people. Dr. Mendoza explained that he was preparing the birth control law with th< idea of benefiting the proletariat and bettering the race. The State Government planned to appoint a committee of obstetricians to discuss with Margaret Sanger, birth control advocate, how best the code could be applied.
