CONFERENCE FAILS. ANOTHER APPEAL EXPECTED. Berlin, Oct. 29. BERLIN, October 29. A conference between President von Hindenberg, Herr van Papen and Herr Braun failed. Herr von Papen insisted rn supremo control in Prussia, including administrative reforms nnd changes in personnel. He wou.d not tolerate encroachments on Herr Bracht’s functions. Herr Braun insisted on the reinstatement of the Cabinet, limiting Herr Bracht’s functions to maintaining law and order. Herr von Papen after the conference Issued Prussian reforms terminating the Ministry of Welfare and other departments whose functions the Reich is performing. This is expected to lead to another appeal to the courts.
