LATE CABLES IN BRIEF. Last Act as Governor-General. Mr. James McNeill performed Ms last act as Governor-General of ths Irish Free State by signing three Bills assented to by the Senate. He vocates the Vice-Regal Lodge on Tuesday. Ths new appointment is expected in a fortnight. Pilot and Mechanic Rescued. The pilot and mechanic of the German mail 'plane (See Overseas News, page 8) were rescued by a steamer. The 'plane has not been traced. Sequel to Wrecking of Train. The wtseking of the Black Sea express on October 16 and the killing ef 36 and the injuring of 51 was revealed in the announcement of ths sentence of death by shooting on Bulakov, the stationmaster. The accused interfered with the work of Vantesv, a station official on duty, by arbitarily signalling that the line was clear while it was occupied by another train. Vanteev was sentenced to eight years' imprisonment for allowing Bulakov to interfere; Kasavov, a watchman, was sentenced to six years. The sentenca of death by shooting is described aa the highest form of social defence.
