Jap, Fishermen Arrested. It is reported that the Soviet arrested 400 Japanese fishermen off Kamchatka. They are employees of a Russian cannery. Details are not available, but it is believed the arrests are in connection with the Soviet claim of a twenty-milc limit against the international twelve miles in territorial waters.
