It is understood that His Majesty will probably open the Ottawa Conference telephonically if the mechanical preparations ensure good reception. Otherwise His Majesty’s address will be cabled. The British delegation, which now numbers 100 Government representatives, is taking the highest qualified experts for every phase of the conference, including several leading Treasury officials. The return of Kaiser Wilholm to the throne of Germany was predicted by Lord Rothermero when stating that there was a decided movement in favour of the restoration of the monareny. GOVERNOR-GENERAL OF CANADA TO OPEN CONFERENCE. (Received 9, 1.5 p.m.) Ottawa, July 8. Tho Governor-General, the Earl of Bessborough, will open tho Imperial Conference. FIRST DELEGATE TO ARRIVE. (Received 9, 1.20 p.m.) Quebec, July 8. Mr. F. L. McDougall, of Australia, wins the honour of being the first Conference delegate to reach Canada.
