OUTSPOKEN INDICTMENT WASTB, GRAFT AND CORRUPTION SHOCKING ABUSE OF A SACRED TRUST. New York, Jan. 24. Mr. Samuel Seabury, leader for the past six months of a series of investigations into the conditions of city government, presented a summary of his findings and allegations, wherein he offered an outspoken and lengthy in dictment of Tammany Hall, the chief political organisation of the city. Analysing the fortunes made by Tammany leaders and the misgovernment which made great bank accounts poseible, he asserted: “It is perfectly apparent that what those men did is part of the system upon which Tammany exists and expands, and that Tammany approves and protects and wishes to perpetuate the sordid traffic in political influence. The financial position in which New York finds itself is due to the waste, graft and corruption with which the citv is infested. “Evidence with respect to the administration of the unemployed relief funds establishes a shocking abuse of a sacred trust and shows that money appropriated to relievo privation is used to take care of faithful democrats.”
