NON-AGGRESSION
RUSSIA AND FINLAND. THREE-YEAR PACT SIGNED. (United Press Association—By CableCopyright.) (Received 26, 8.30 a.m.) Moscow, Jan. 25. The Soviet Government and Finland have signed a three-year pact of nonaggression, mutually guaranteeing the integrity of frontiers and promising neutrality in the event of war, nonparticipation m hostile coalitions, and a peaceful settlement of all disputes.
