FACING STARVATION
CHICAGO’S FINANCIAL CRISIS. CALLS FOR RELIEF. New York, Jan. 23. NEW YORK, January 23. The ‘‘New York Times’ ” Chicago correspondent states that the city and the rest of Illinois are experiencing one - of the gravest financial crises in their history. Nearly 500,000 persons in Cook countv face the prospect of destitution within a week’s time, and several down State communities are in the throes of moratoria and an almost complete shut down of business activities. With the available unemployment relief funds exhausted, actual starvation threatens 120,000 families unless aid is forthcoming by the beginning of February, and steps were taken to-day to convene the Legislature for an emergency session next Tuesday to deal with the situation. The ‘‘Daily News” to-day printed a “hunger call”, asking the people of the State to rally to prevent suffering. An appropriation of 20,000,000 dollars is needed, but the provision of this sum will leave a deficit of that sum in the State Budget. The towns of Urbana, Aurora and Mindoia have by mayoral proclamation closed the banks and all but immediately essential business houses in order to restore popular confidence and prevent bankruptcies.
