CONFERENCE PROSPECTS HOPES OF THE “NEW DIPLOMACY.” FRANCE EXPECTS FAILURE. (British 03101X1 Wireleu.) (Received 11, 11.5 a.m.) Rugby, Dec. 10. Speaking at a dinner in London last nignt, the United States Ambassador, General Dawes, said that the coming caval conference would meet in the period of the new diplomacy and with a recognition ox tho value of its methafter perhaps as thorough a pre'iminary consideration of the best methods of approach to its problems as had ever been had in similar gatlierugs.

FRANCE SEES DANGER. (“Times' Cable.) London, Dec. 10. ‘ ‘ The Times ’ ’ Paris correspondent states that a memorandum accompany ing tho 1930 naval estimates, totalling £21,464,000, an increase of £l,584,000 compared with last year's, anticipates failure of the London naval conference if Britain and the United States attempt to impose their own wishes on other Powers, whose needs must be studied independently. Any Anglo-American agreement would be another stumbling block in the way of Italy’s claim to parity with France. It is stated that if Italy persists therein the success of the conference will be endangered. Franco’s own requirements are unofficially estimated at a figure in the neighbourhood of 800,000 tons, to bo distributed as the Government choose* among various classes of ships. If this tonnage is conceded France may be content to leave the question of parity open in the belief that Italy will not build up to her level.
