Any Anglo-American agreement would be another stumbling block in the way of Italy’s claim to parity with France. It is stated that if Italy persists therein the success of the conference will be endangered. Franco’s own requirements are unofficially estimated at a figure in the neighbourhood of 800,000 tons, to bo distributed as the Government choose* among various classes of ships. If this tonnage is conceded France may be content to leave the question of parity open in the belief that Italy will not build up to her level.
