Washington, December 3Mr Stimson announced that the United States has appealed to Russia and China in the name of the general pact, for the renunciation of war to avoid warlike measures in Manchuria and to adjust the dispute by pacihic means. The appeal referred especially to the Kellogg Treaty’s Aarticle 2, which recalled, the nations’ earlier assurances that they would not resort to war unless attacked, and expressed the United States’ “earnest hope” that they would refrain from hostile measures. Non-payment of wages coupled with dislike of an order to proceed with the Cantonese to fight the revolution “Ironside” troops precipitated a mut ; ng in a regiment of the 24th Division of the Nationalist Army, commanded by General Shih Yu-san, at Pukow, opposite Nanking, to-day. The soldiers are looting shops in the principal streets and fleeing to the surrounding districts. Other troops have been called in to quell the mutiny, resulting in considerable shooting on the outskirts of Pukow. A number of civilians were killed, several houses burned, and the PukowNanking ferry service has been suspended.
