INFLAMMATORY MANIFESTO “WARNING” TO THE WORLD. WARLIKE SPEECHES BY COMMUNISTS. [United Press Association—By Cable--Copyright.) [Times Cable.]. (Received 4. 12.50 p.m.) London, August 3. “The Times’ ” Riga correspondent says that marking the anniversary of Britain’s entry into the World War, the Soviet has issued an inflammatory manifesto, warning the world against the League of Nations ana Mr Kellogg's proposals as “pacifist talk of bourgeois countries, wherewith the Governments thereof are striving to conceal their war plans.” The manifesto adds that it is possible to prevent international wars only by civil wars overthrowing the present Governments and a universal war against the enemies of the Soviet. The masses must be prepared for this at the shortest notice. Hundreds of Communist members of Congress, in twelve omnibuses, inspected the summer camp of the Red Army at Moscow, There was much singing and warlike speeches. The British Communist. Bell, urged them to concentrate in fighting the League and Mr Kellogg’s pact, and inciting Imperialist soldiery to mutiny and disorganise industry.
