SOOT AND SMOKE

ARE THEY A NUISANCE.

PETITION TO NAPIER COUNCIL.

Twenty residents of Ossian and Campbell streets, Napier, signed a petition and presented it to the Napier Borough Council, and last night this documents came in for a bit of discussion. The residents protested against what they called the soot and smoke nuisance created by the National Tobacco Company’s plant. In presenting the petition, Cr. C. H. Wilkie state dthat the residents in that vicinity had a grievance and that was having to sweep shovelsful of soot from their back doors in the morning. He thought that the raising of the chimney would be all that was necessary and accordingly moved that the roads committee investigate the position and report to the council on the matter.

“After inspecting the place 1 have come to the conclusion that they have precious little to complain about, ’ declared Cr. J. Hindmarsh, who added that he thought the works were spotless and a credit to the district. “All I can say is that personally 1 think they have got nothing to growl about as the works are no worse than ordinary household chimneys ’

It was the contention of Cr. P. F. Higgins that the council had no legal right to take any action against a spot and smoke nuisance and he considered that the roads committee should obtain the view of the borough solicitor on the matter. After a few jocular remarks had been made hy one or two of the councillors it was decided to refer the matter to the roads committee.
