Briand’s note, despatched ten days ago, regarding the reduction of the Rhineland occupation forces, suggests that Sir Austen’s idea is to leave the matter to be dealt with at Geneva in the presence of the Germans, with the French Foreign Minister put on the defensive and reminded of the Locarno and Thoiry promises. “L’Echo” adds that it will be surprising if a Franco-British agreement is concluded before the executive council of the League meets.—(A. and N.Z.)
