SIEGE OF NANKING

NEGOTIATIONS FOR SURRENDER NORTHERN OCCUPATION EXPECTED. FOREIGNERS SAFETY SAFEGUARDED. (British Official Wireless.) (Received 22, 12. 45 p.m.) Rugby, Aug. 21. The forthcoming removal of the Nationalist Government from Nanking is announced in a joint manifesto issued at Hankow by the Central Kuomintang and the Nationalist Government. Meanwhile, the Southerners still hold Nanking although it is believed that negotiations for its surrender are proceeding. With the Northerners concentrated on the opposite bank, the intermittent shelling of the town which occurred early in the week ceased during the last two days, presumably owing to these conversations. Measures have been taken to ensure the safety of foreigners at Nanking. The cruisers Hawkins and Dauntless are in the river nearby with RearAdmiral Tyrwhitt, Commander -inChief of tho British naval forces on H.M.S. Hawkins. Southern soldiery and refugees are reaching Shanghai from Nanking and Chinkla.-ig. Shanghai remains quiet and although there is a possibility that the backwash of Chinese hohstilities may again reach the port, the internation al forces concentrated ttere arly in the year is considered adequate to protect foreign interests in any circumstances likely to arise.
