SIR HERBERT STANLEY, who takes over the Governorship of Ceylon this month, after concluding a term, since 1924, as the first Governor, of Northern Rhodesia. Now 55 years old, his first appointment or coming down from Oxford was as Private Secretary to the British Minister at Dresden. His diplomatic service in Africa began in 1910.
