DIFFERENTIAL RATING IN HAVELOCK.

Sir, —The ingeniously illuminating letter of ‘‘Still Another Ratepayer/ in the issue of the 6th inst., snould clear the air as far as differential rating is concerned. 1 had never thought of forming Town Boards for the advantage of the farming districts. it should be cherry reading tor the backblocks housewife. That a philantrophic body of men may come along any old time and form a town board and start running concrete footpaths and sewerage systems from her homestead into surrounding isolation- However, if that were the original idea in Havelock, it must have miscarried, as we now find the many conveniences that we are taxed so heavily ior snuggled closely in around the residential portions of Havelock. I would invite “Still Another Ratepayer'’ to spread himself a little more fully on his statement that Haveock ground area supports fifty families to-day where it could only support one family before becoming a town boat'd area. If his statement can be supported by evidence there is no reason why Hawke's Bay, or even New Zealand, should not be turned into town board areas. It might help to solve the unemployment problem also. 1 think that most Havelock citizens will agree with "Still Another Ratepayer" that farming should not be allowed in the Town Board area, but 1 doubt if we will manage to exterminate the fanner by taxation methods alone. Farmers are an obstinate people when they dig themselves in and get their backs up. 1 should suggest to "Still Another Ratepayer," that he gets a motion put up at the next Town Board meeting ‘‘That all grazing of stock, embracing goats, horses, cattle and sheep, be prohibited inside the Town Board area. They are nasty smelly things anyhow. Almost as bad as the dust nuisance really. The hundred odd acres put out of commission by the exit of the farmer could be laid down in tar-scaled roads.
