JAP. MIGRATION POLICY.
COMPLETE REVERSAL. Tokio, Aug. 23. A Foreign Office spokesman, announcing the opening of the South Pacific trade conference, declared that Japan had reversed her entire emigration policy, after discovering the futility and folly of previous efforts to send out population where it was not wanted. He declared: “Henceforth Japan intends to colonise Hokkaido, Formosa and other possessions but does not intend to emigrate to Australia, Canada and other countries, realising that the previous folly caused much trouble and ill feeling. The present policy i» to increase trade with other countries, especially in the South Pacific, encouraging manufacturers and industrialists to concentrate on lowering costs, improving quality and building up a huge exports bill. A programme of emigration to Hokkaido will be presented to the Diet in the coming session.” —(Reuter.)
