TEMPORARY EMIGRATION.
CAPTAIN GUEST’S SCHEME. London, March 25. In the House of Commons Captain F. E. Guest (Liberal, Bristol N.) presenting his remedy for unemployment, suggested that a voluntary expeditionary labour force, on the lines of wartime, should go to the dominions for developmental work for a period of years, with a system of separation allowances it necessary. He suggested raising a loan of £lOO,OOO for tho purpose. He believed the dominions would subscribe. Mr. W. Lunn (Labour, Rothwell) pointed out that the dominions deprecated any proposal direcery associating Empire settlement with unemployment. There were millions of acres awaiting development here. Mr. L. Al. Amery, Secretary of State for Dominion Affairs, doubted whether a military forqj of organisation was best. Migration ought never to be considered a means of ridding ourselves of people whom we did not want. He suggested that one of the most hopeful topics for discussion by the Imperial Conference would be how to cheapen unassisted passages and increase British consumption of Empire goods.—(A. and N.Z )
