BULGARIAN POLITICAL OFFENDERS. (Received 28, 9.55 a.m.) London, Dec. 2G. “The Times” Vienna correspondent says that the Bulgarian Government to-morrow will ask Parliament to grant amnesty to 10,000 political offenders, affecting besides those imprisoned many thousands who were exiled, including 10 members of tho Stambouldski Cabinet.
