In liis opening address at tho Union Congress of the South African Party. General Smuts said . that the party was prepared to contribute towards the solution of the native question so far as it was at all soluble. It was proposed that after the bills embodying General Hertzog’s policy had been laid before Parliament, a national con vention would be held to which not only the bills but the whole native question would be referred, with a mandate to find a solution, which, if possible, would be generally acceptable to the people of South Africa. Its scheme would bo reported to Parliament as a basis of discussion, and in this way the rights of the people would be safeguarded.
