GOVERNMENT VETOES BILL. (Received 10. 2.0 p.m.) Manila. Dec. 9. Governor Wood vetoed the bill providing for thq holding of a plebiscite on tho question of Philippine independence. and also bills designed to open tho Insular Treasury to the control of native politicians.—(Reuter).
