Washington, March 14.

The Japanese Embassy announced that Japan has refused the Chinese request for a conference asking for abrogation of the 21 demands. The Japanese Government, in the course of its -refusal, points out that the trea which is being signed by competent Chinese representatives, is not susceptible to any changes.—(A. and N.Z.)

A cable yesterday stated that it was learned ait Washington that Japan would refuse China’s demand to return Port Arthur and abrogation of the 21 demands. It was explained that Japan had already returned Shantung, hut the opinion prevailed that no Cabinet could stand which granted China’s new demand.
