NAPIER BOROUGH SANITATION.

PROPOSED NEW BY-LAWS. The Napier sanitary inspector. Mr. A. Redman, in the report he will present to the Napier Borough Council to-night, suggests the making of a fresh set of by-laws in conformity with modern sanitary requirements. The officer points out that the council has power to compel butcher shops being licensed, that vendors delivering milk in the city should be licensed, that boarding houses should be licensed, and that nobody be allowed to keep fowls within the borough without paying an annual license. Mr. Redman in his report says: — A considerable proportion of householders at present keep poultry and in the majority of cases, I.think, in non-compliance with the existing bylaw. A very considerable amount of work is necessary in order to get the fowl-houses into a proper sanitary condition, but if such were satisfactorily done, I am sure great benefit would ensue, particularly with regard to the prevalence of rar*-. “I recommend, therefore, that a bylaw ho adopted so that the keeping of poultry is prohibited except on premises duly licensed for that purpose and that a license tee of 2s 6d per annum be charged. This will ensure that all fowl-houses are recorded and are in suitable sanitary condition. “Should the above suggestions be adopted I am of opinion that the sanitation of tho borough will show great improvement, while a considerable addition to the council’s revenue will be gained. . “Should the council so desire I am prepared to submit suitable by-laws covering tho above ground.
