DELEGATION TO WASHINGTON. Tokio, Oct. 16. The Japanese armament delegation, which has left Yokohama for United States, is accompanied by a delegation of business men under Baron Shibusawa, whose aim is the formation of a commercial association to develop trade, diminishing competition by agreements. —(A. and N.Z.)
