The embargo was not absolute, it was stated, in that permits for exportwould lie graiitcl Tor alf hides and calf skins not required lor 'New Zealand tanners. The object of tiie regulation was to provide that tanners should have their requirements met. The prices tor hides fixed at th- old imperial schedule, it is stated, were well considered, and to be lair by producers, and while it was true that the market bad advanced since, the board considered that in the interests of consumers generally, bidprices should be controlled, as leather prices were subject to sharp fluctuations and necessarily the prices of tootwear showed an advancing tendency also. Another main reason for the action taken by the hoard aas to protect its standardization of footwear scheme.
