Radek, ex-Russian Bolshevik Minister at Berlin, has reported at Petrograd that 28 Bolshevik organisations have been established in Germany.—(A. and N.Z.) BRITISH SQUADRON AT LIBAU. (Received 20, 12.50 p.m.) London, March 19. A British squadron has arrived at Libau to open relations with the Lettish Government. WIRELESS TELEPHONE. IRELAND TALKS WITH CANADA. (Received 20, 12.50 p.m.) London, March 19. The establishment of a wireless telephone between Ireland and Canada is officially announced. Great Britain. WEST LEIGHTON ELECTION. GREAT LIBERAL VICTORY. London, March 17. The West Leighton by-election for the vacancy caused by the death of Mr. Wrightson (Coalitionist) resulted as follows :— Neubould (Liberal) 7934 Mason (Unionist) 5915 Majority 2019 REMARKABLE TURNOVER OF VOTES. The West Leighton result caused excitement in political circles. It s belived that such a turnover of votes within three mouths of a general election is unprecedented. The Independent Liberals are jubilant, and regard it as making the turn in the tide, especially as it fallows a greatly reduced Coali tion majority at the West Derby byelection. Government circles admit the surprise, but supporters consider the result is merely due to the tactical mistake of selecting a candidate of markedly Conservative antecedents ; also, the Premier committed an error ..of judgment in giving him the official endorsement. In some quar ters favourable to the Government it is believed that the result is likely to terminate or modify the coupon system. The pollings at the general elections in December last were:— WEST LEIGHTON (32,567) Wrighton, Col. H. (Co. N.) 10,956 Newbould, A. E., (Lib.) .. 5,283 Majority 5,668 WEST DERBY (31,276) Smith, F. E., (Co. N.) .... 11,622 Nelson G., (Lab.) 5,618 Majority 6,001 STATE OWNED SHIPS. London, March 18. Prespects of the settlement of the shipping trouble are hopeful. It is suggested that Lord Inchcape and Mr. Hughes could settle the matter in ten minutes’ conversation, but Lord Inchcape has gone to the Mediterranean for his health. Adeputation of Australian merchants met representatives of the Shipping Conference, but the proceedings were confidential.

DOMINIONS’ VOICE. IN EMPIRE GOVERNMENT. London, March 18. In the Commons, Mr. L. C. M. S. Amery said that any permanent scheme for securing to the dominions a larger share in Empire Government must be the outcome of a common agreement of the various Governments. A conference would be held as soon as it was convenient to the various Governments. WIRELESS .TO AUSTRALIA. AT THIRD COST OF SUB MARINE RATE. London, March 11. In reference to the Anglo-Austra-lian wireless proposal, Mr. Godfrey Isaacs states that the Australian station capable of through transmission could be constructed in a vear. The tariff would average about a third of the present cable rates, and not cost the Australian Government a penny.—A. and N.Z. THE TRANSPORT BILL. London, March 19In the Commons the Transport Bill was read the second time without a division. Mr. Bonar Law said the Bill meant repudiation of the "whole of the past economic policy and represented the first big scheme of reconstruction. They must act quickly to avert dis aster. ARMY SERVICE BILL. London. March 18. Mr. W. Churcilili has agreed to an amendment in the new Service Bid for the retention of soldiers after April 30. 1920. Recently voluntary enlistments were one thousand daily ; they are now six to seven hundred daily.
